Our HSE client is one of the largest HSE organisations in the Republic of Ireland. They have a responsibility for the promotion of health and well-being of around 472,400 people living in the Leinster Region area, the provision of local primary care services, running of health centres, community health teams, hospitals – providing treatment and care when health and well-being isn’t the best it could be.

Our client are increasingly focusing the planning and delivery of our care based on neighbourhoods and localities to help ensure people receive care as close to home as possible where it is safe and effective to do so. They also provide specialist services for people across the Leinster Region and in some cases the whole of the Republic of Ireland with referrals being sent to them.

The HSE needs to be sure that the staff they employ have values and behaviours that are aligned with those of the organisation thereby ensuring that appointees will be able to make an ongoing contribution to the positive culture of the organisation and meet the required standards of behaviour to patients, carers and the public and to one another.

It is therefore likely that interviewees will be asked questions which encourage them to talk about themselves and provide insight into their personal values and behaviours.

Clinical Duties & department (guideline only)

The University hospital provides low risk and high risk care to women within Dublin and surrounding areas. The hospital provides a tertiary service for fetal medicine, maternal medicine, infertility and gynae-oncology.

The Obstetrics & Gynaecology Directorate works closely with colleagues within Dublin University’s College of Medicine.

The hospital has evolved from the merger of two acute Trusts and a Community Trust. The Obstetrics & Gynaecology service is largely provided from the main site with some activity in secondary hospital site.

Dublin University’s Schools of Medicine and Dentistry are the premier medical education institutions in Dublin. Education and research are combined on site with 962 beds in one complex and with the main theatres dealing with 12,000 cases per year.

The department provides comprehensive obstetrics and gynaecology healthcare service to women of Dublin and the surrounding areas. In addition, the department provides tertiary referral services for a variety of obstetrics and gynaecological service.


As well as general antenatal care the department provides complex combined medical antenatal clinics, joint haematology obstetric clinics, joint cardiology clinic, fetal medicine clinics and multiple pregnancy clinics. The current intrapartum service provides approximately 6500 deliveries split between a newly built Consultant based labour ward and an on site midwifery lead unit. It is envisaged that the delivery rate will increase in future years with infrastructure and staff to future proof for up to 10,000 deliveries. The overall caesarean section rate is 20%, low hypoxic-ischemic encephalopathy (HIE) rates and a low rate of unexpected admissions to the neonatal unit. There is central CTG monitoring, ST analysis and a culture of promoting normality and evidence based healthcare. The department is supported with a large level 3 neonatal unit and tertiary referral paediatric surgery. The hospital has an extensive midwifery lead unit which provides an evidence based quality intrapartum service.


There is a comprehensive gynaecology service that is extremely innovative and has close links with Dublin University in the development of research and teaching. There is a state of the art outpatient operating suite that provides outpatient hysteroscopic resections, ablations and sterilisations. There is also a research project in providing outpatient tension free vaginal tape (TVT) procedures under local anaesthetics. The urogynaecology service also provides minimal access surgical treatment for complex prolapse. The department also provides pre-tibial nerve stimulation and botox injections.

The gynae-oncology department manages over 400 cancers per annum. The department provides comprehensive surgical treatments including total laparoscopic hysterectomies and laparoscopic radical hysterectomies. The department delivers services with an enhanced recovery after surgery programme. There is an established vulval reconstructive surgery service. There are excellent relationships with urology, colorectal surgery, pathology and radiology through a weekly MDT meeting. The department has trained a number of sub-specialist trainees that have progress to success consultant careers.

The termination of pregnancy service deals with tertiary referral patients with complex underlying medical problems. Medical and surgical treatments are provided. Both in- and outpatients procedures are available. The department also provides Manual Vacuum Aspiration (MVA) techniques and training is provided for specialty trainees.

The minimal access team delivers care for women with chronic pelvic pain and is an accredited BSGE endometriosis centre. The department also provides a highly successful RCOG advanced gynaecological laparoscopic training. There is dedicated multidisciplinary pain clinic and MDT meeting. There is excellent links with radiology, urology and minimal colorectal surgery.

There are a range of specialist clinics including VIN clinic, vulval clinic, gynae-oncology clinic, chronic pelvic pain clinic, sub-fertility and menopause. In addition, there are regular joint clinics including adolescence clinic and haematology clinic.


This is a substantive replacement appointment. The role will provide general obstetrics, evidence-based antenatal care and intra-partum care. The gynaecology aspect of the role will provide termination of pregnancy services, MVA’s and innovative outpatient operating procedures including endometrial ablations, resections, fibroid and polyp resections and outpatient sterilisations. The role will also provide ultrasound training both for obstetrics and gynaecology to trainees with special ultrasound training clinics. The appointee would be expected to deliver obstetric research and innovations consistent with a teaching hospital role. Current on-call activity is non-resident 1 in 11 nights with prospective cover although there may be a requirement to undertake resident on-call in the future.

• You will provide with consultant colleagues (as appropriate) a service in the speciality to the hospitals so designated, with responsibility for the prevention, diagnosis and treatment of illness and promotion of health.

• You will have continuing responsibility for the care of patients in your charge in liaison with consultant colleagues and for the proper functioning of the department in line with the Operational Policy and Strategic Plan (as amended from time to time).

• You will be responsible for the professional supervision and management of junior medical staff. If appropriate the post holder will be named in the contracts of junior staff as the person responsible for overseeing their training and as an initial source of advice to such doctors regarding their careers.

• You will be required to participate in continuing medical education in ways which are acceptable to the Chief Executive.

• You will be required to participate in and contribute to Clinical Audit in line with the Health Board’s policy on the implementation of Clinical Governance.

• Domiciliary consultations - as appropriate to Cardiff and Vale residents in accordance with the Health Board Policy.

• The successful candidate will participate in a 1 in 11 rota (prospective cover).

• You will be required to cover for consultant colleagues' periods of leave.

• Any other duties with other agencies that have been agreed with the employing HSE (e.g. Prison Service).

Standard Duties and responsibilities

a) To participate in development of and undertake all duties and functions pertinent to the Consultant’s area of competence, as set out within the Clinical Directorate Service Plan and in line with policies as specified by the Employer.

b) To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services.

c) To work within the framework of the hospital / agency’s service plan and/or levels of service (volume, types etc.) as determined by the Employer. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply.

d) To co-operate with the expeditious implementation of the Disciplinary Procedure

e) To formally review the execution of the Clinical Directorate Service Plan with the Clinical Director / Employer periodically. The Clinical Directorate Service Plan shall be reviewed periodically at the request of the Consultant or Clinical Director / Employer. The Consultant may initially seek internal review of the determinations of the Clinical Director regarding the Service Plan.

f) To participate in the development and operation of the Clinical Directorate structure and in such management or representative structures as are in place or being developed. The Consultant shall receive training and support to enable him/her to participate fully in such structures.

g) To provide, as appropriate, consultation in the Consultant’s area of designated expertise in respect of patients of other Consultants at their request.

h) To ensure in consultation with the Clinical Director that appropriate medical cover is available at all times having due regard to the implementation of the European Working Time Directive as it relates to doctors in training.

i) To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) treating patients under the Consultant’s care.

j) To participate as a right and obligation in selection processes for non-Consultant Hospital Doctors and other staff as appropriate. The Employer will provide training as required. The Employer shall ensure that a Consultant representative of the relevant specialty / sub-specialty is involved in the selection process.

k) To participate in clinical audit and proactive risk management and facilitate production of all data/information required for same in accordance with regulatory, statutory and corporate policies and procedures.

l) To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery

Job Plan

PROPOSED WEEKLY TIMETABLE OF PROGRAMMED DUTIES (i.e. regular scheduled HSE activities in accordance with the criteria detailed under the Amendment of the National Consultant Contract ). The duties described are provisional and will be the subject of annual review and will form a composite part of the JOB PLAN which will be agreed between the post holder and the Chief Executive or a nominated deputy.

Future job planning may require a resident on-call commitment.


The notional split of DCC/SPA time will be subject to Job Plan Review and agreement. If sufficient outcomes from SPA time cannot be evidenced, one SPA session may be reallocated as a DCC session by agreement.

A formal job plan will be agreed between the appointee, the Operational Medical Director and Lead Obs & Gynae Consultant, on behalf of the Trust’s Medical Director, based on the provisional timetable. This will be signed by the Chief Executive and will be effective from the commencement date of the appointment.

It will be reviewed at 3 months & thereafter annually or at any time, but no less than 3 months after a previous review, as requested by the appointee, Operational Medical Director or Clinical Lead & adjusted accordingly to the agreement of both parties.

Teaching Commitments

• regular commitments to ward based teaching of undergraduates.
• participation in the lecture programmes for 2nd and 4th & 5th year medical students.
• teaching of other groups as required including other specialty juniors and specialist nurses MRCOG candidates.


This post is open to doctors who hold Registration as a Specialist in the Specialist Division of the Registrar of Medical Practitioners maintained by the Medical Council in Ireland in the specialty of Clinical and Obs & Gynae.

Management Responsibility

All Consultants are required to attend the monthly Directorate Meetings. Post holders will be expected to share in administrative duties allocated by mutual agreement within the Directorate. As part of the Consultant Team, the consultant will offer mentoring support and lead the existing clinical team through; one-to-one support, individual case management and complex cases, identifying development needs and suggesting CPD (Continuous Professional Development) opportunities and responding to clinical enquiries via e-mail and telephone.
